It’s a spectral processing effect that lets you process the high-magnitude and low-magnitude parts of the FFT signal separately. If that sounded too technical, Fugue State Audio says that it can be thought of as a lo-fi pitch shifter with some extra functionality. It’s not the same as Spectral Monkeyage, but it does some of the same things.
